While I had linked to an article from eastcoastlife, I haven’t given the matter a serious thought nor have I really read up on the issues in depth.

It wasn’t until the links were posted to this entry on Rude Singaporeans that I had a better idea on what the issue is all about.

With permission from eastcoastlife, I am putting up these links here to raise awareness to the issue, and it is time to make some of these civil servants serpents buck up and do the right things after that hefty pay raise they have gotten.

One Wing F-15 Eagle

This is an interesting video gotten off military.com, which I uploaded to Youtube. It is probably excerpts taken off a documentary from Historical Channel itself.

The video showed an Israeli pilot recounting his mid-air collision experience and how he survived that collision with an A-4 Skyhawk while flying an F-15.

The real shocker comes at the end of this 8 minute footage, where they show the photos of the actual Israeli Air Force F-15 which survived the collision. Even the manufacturer couldn’t believe the plane has survived an air collision, losing one wing, and landed safely.

Stooge Times ‘Forum’ & Today’s ‘Voices’

I can’t help notice that some of the writers to either the Stooge Times ‘Forum’ or Today’s ‘Voices’ are regulars and it makes me wonder just why out of a population of 4.5 million people, often just a handful of people get their letters published, and whenever my friends try to send in something their letters never get published.

As such, I have begun today collecting statistics on just how often the letters of Lim Boon Hee, Alvin Sim, Denis Distant, Dudley Au etc appears on the Stooge Times ‘Forum’ & Today’s ‘Voices’.

In fact, since the editors claim they receive hundreds of letters a day, and the letters of these people keeps getting published, then we must ask just what is so bad about those hundreds of rejected letters that they never see the light of day, but the letters of these few individuals are so spectacular that they must be published! In other words, the objective of this ‘project’ is to determine if the editors are being objective in the selecting what to publish.

This little ‘project’ will last until the 14th of Aug (Tue), in which I will present the results in a spreadsheet which will be downloadable on this blog. During this period, samples of letters which are well written, and the ‘dumb and dumber’ letters that for god knows what reasons the editors deem right to publish will be collected as well.

You can say I have nothing better to do or ‘eat finish no shit to poot’ for all I cared. The Internet community has a duty and responsibility to keep the paper honest and objective and ensure that more people are allowed to speak up and be heard.

新加坡高薪養廉站不住腳 – 何啟良

第一代領導人艱辛地創造出一個清廉有效率的政府,今日領導人必須延續當年的精神。

新加坡政府再度提出把部長和高級公務員的薪金調高,參照市場薪金標準,平均加薪百分之三十三。總理年薪調高到三百零九萬元(新幣),比美國總統薪金高達五倍,而國務資政(吳作棟)和內閣資政(李光耀)各三百零四萬元。此項措施引起民間極大的反彈乃預料中事。最後總理李顯龍不得不退讓一步,決定把今後五年加薪全部捐出作慈善用途。

此時此刻部長和高官的薪金增加幅度如此之大,不能被一般新加坡人接受,主要有三個理由:第一,年度財政預算案二月才提出,政府把消費稅從百分五提高到百分七,人民稅務加重,心中已經有了怨言,政府百般誘導解說,仍然未能平息,如今又說要以百萬薪金才能誘才進入內閣,實難服眾。第二,經濟成長雖然可觀,但國人貧富差距越來越顯著,還有失業率仍然偏高,政府沒有把這些嚴重的民生問題解決之前,就急於加薪,不可能得到人心;第三,全國大選剛剛才在去年舉行,這個被認為是「刻不容緩」、「當務之急」的議題竟沒有當時向人民說清楚,過了大選後才提出來,未免說不過去。一般新加坡人們雖然沒有很深的「人民應該是老闆」的民主概念,但是「政府應該是人民的僕人」這個淺白的道理,還是可以瞭然於胸的。現在政府在沒有充分徵求老百姓意見下執意加薪,難怪人民反對的聲音特別強烈了。

政府採用市場薪金參照標準,理由是「高薪養廉」、「留住人才」、「為政困難」等。自從一九九三年提出以來,這個標準就存在很大的爭議。第一,公共服務(包括從政)本來就不能與私人企業混淆,公共服務講究的是服務人民、建設國家、造福後代,奉獻社會是這個職業道德的最高要求,有它特殊的倫理性;私人企業一味追求利潤最大化,效率為前提,公平正義的追求是次要的。從政者沒有把握好這個大原則的分別,因此隨後的論述也越來越欠缺說服力,向人民解析政策時的許多論調,由從政者的邏輯角度來看,似乎合情合理,但是民泷聽來,卻是一種「硬拗」。

第二,市場的頂級薪金是公共服務薪金無法追上的。現在的做法是,公共服務署採用銀行家、律師、會計師、工程師、跨國企業管理人員及本地製造商管理人員這六門專業各八名最高收入者的常年收入來制訂市場薪金標準。如此一比,部長和高官的薪金當然遠遠落後。如果這個差距成為公共服務增加薪金的最重要理由,這將是一個永遠達不到的任務。那揦沒幾年就得調整一次,而幅度和差距又是不斷的成長、加大,這將是國人「永遠的痛」,政府無法治療。

第三,新加坡是個小國,部長和高級公務員的治理任務、管理工作,究竟是不是比大國如美國、日本、中國的領導人的工作更為複雜、更為困難,令人懷疑。就是像他們所說,彼等「先天下之憂而憂,後天下之樂而樂」,亦不必講究酬勞之輕重。好政府不一定是一個昂貴的政府,如果從政者都有不為物質欲望而降志,不為金錢而辱身的情操。別的國家較少考慮過這個市場薪金參照標準,是有理由的,因為這牽涉到一個倫理問題,就是近十年來的「政府改造」運動,大力鼓吹引進私人企業管理經驗和原則,也沒有縱容如此的公務員人力資源管理方法。新加坡政府領袖又何必製造把柄,讓人感覺他們有監者自肥之嫌?

新加坡政府反貪成就斐然,許多國家如中國的公務員都不惜遠行到獅城觀摩學習。但政府領導人的「沒有高薪就會使到貪污賄賂泛濫」的言論,卻沒有說服力。首先,這種說法侮辱了那些不為高薪所誘、嚴格自律、真正有誠意為人民服務的從政者和公務員;況且,如果這是真有其事,人民寧願這些恪守行為存疑的官員到別處高就,免得污染了政府機構這塊神聖淨土。

第一代新加坡領導人在艱苦的逆境中付出無私的奉獻,建造家園,令人緬懷。在一代人的時間裏就使新加坡從第三世界的地位躍身到第一世界的經濟水平,全國人民付出了某些代價,同時也得到應有成果。的確,打造一個廉潔、有效率的政府是有代價的,民主自由被限制,在建國初期或許是一個「必要之惡」。

今天,國際時局變遷如此之大,新加坡中產階層的聲浪如此殷切,聽民意者有必要在政策上作調整。但是政府領導核心層卻只用「私人企業利誘太大」的理由來提高部長和高官薪金,而置其他議題不顧。新一代的領導人的服務精神和動力何在?他們是否能繼承上一代領導建國時的浩然熱情和無私奉獻,乃當前新加坡公共服務的最大隱憂。一個強調以高薪吸引人才從政和公共服務的國家,將不能培養下一代人服務社會的意識和熱愛鄉土的情感,更無法激發子孫在這塊土地繼續深耕和生根。
